Youth Futures Foundation CEO, Barry Fletcher, responds to the publication of the Government’s Pathways to Work Green Paper today (18 March):

“The Government has announced significant changes to benefits and employment support for young people today as part of its Pathways to Work green paper. Basing any changes on the best evidence, combined with listening to a range of young people, including through proposed collaboration committees and other channels, will be vital to ensure any changes meet their needs and prevent further exclusion from the labour market.

“The rising number of young people receiving health-related benefits presents difficult choices for Government. A major driver of this trend is an increase in mental ill health, which can be both a barrier to participation in education, employment or training, and a consequence of being excluded from them.

“We welcome the Government’s £1bn investment in employment support, including opportunities to try work without risking immediate reassessment. Young people, particularly those with disabilities or health conditions, face unique barriers and need a specialist, tailored approach. The commitment to ensuring work itself will not trigger reassessment is another positive step to de-risk employment for young people and their families.

“At the same time, more must be done to engage young people who are not in work and not receiving benefits. Helping them build meaningful careers is not only crucial for their wellbeing but also essential for economic growth.”
